Smite is an online battleground between mythical gods. Nice builds, but there are some points to consider.
In your first build you have only 15 flat pen, provided by The Crusher. You should change Qin's Sais in The Executioner because Qins passive do not combine with critics and changing it, you will have a nice "pen" on your targets. I don't like Odysseus' Bow too but it's personal (I think there are better items that give nice attack speed), I'm not saying it is bad.
On your second build, you say that it is "Abilitiy frenzy", so I'm assuming you want "to spam" your skills, so how you will do it without MANA? A Transcendence it's almost a core item to this kind of build and since you don't have lifesteal, you'll have to get your own hearts making you mana hungry. Plus I guess Witchblade is too situational to be here. And for last but not least just 1 critic do not worth because you depends of your luck.
Also, I wouldn't fully say "nice builds," though I think that's good you're being polite =) Definite build order issues and lack of pen make this automatically a build that is lacking in some ways.
Starting with Odysseus' Bow isn't usually very good. As I've talked about a lot in the past month or so, understanding the relationship between power and attack speed is important. In the early game, you're going to get much more effect and damage potential out of power compared to attack speed. IF you decide to get O-Bow, I'd suggest picking it up later in almost all cases.
You also know that The Crusher isn't the greatest thing for Cupid due to the passive DoT immediately dropping the mez from Fields Of Love.
And yeah, unless you're talking a custom game / MOTD where you get basically unlimited gold, I wouldn't suggest mixing Qin's Sais and crit items.
Speaking of crit, Malice is not the greatest choice here. 2 of his 4 abilities don't apply any damage, which makes the passive's ability damage boost less potentially effective overall.
In that first build, then, I'd probably get Devo's, drop O-Bow, drop Crusher, get Exe instead of Qin's, and switch Malice for either Rage or Wind Demon...along with completely adjusting build order.
As for ability frenzy, I'd also get Transcendence, but more for the power, not the mana. Cupid is NOT a mana-hungry god in most cases...unless we're talking Duel, he can spam Share The Love and gain mana back from teammates picking the hearts up...those hearts are also cheap to supply. He also will mostly only be using Heart Bomb for wave clear and poke, and only needs to trigger Flutter situationally.
Trans is also better for the CDR, which, when combined with Jotunn's, is great for teamfight modes where he wants his ult up as often as possible. He won't be boxing as much in this build, so doesn't need to always be healing up on his own hearts.
Agreed with your assessments on Witchblade being very situational, and only 1 crit item not being worth it. Don't get crit in an ability build anyway. Bad choice.
As such...the builds, no offense to OP, need a lot of work.
I said he will become Mana hungry just because he won't have comfort to literally waste mana casting all the time his skills without think about it. He will need to think a little about Share The Love and pray to allies get it (at least when I play looks like people are afraid of Cupid and his hearts) plus he'll have to get his own hearts frequently because he doesn't have lifesteal, making he thinks twice before cast anything with the limited mana.
