1. Like most warriors, Horus is better built with defense/bruiser items. He shouldn't be built full damage (unless you're playing with him in jungle, but I really don't recommend it since his kit isn't designed to this role).
2. Gods and items are balanced around Conquest, so if you had a bad experience with him in Arena doesn't mean he's a bad god.
3. He's ability based, so I'd avoid aa items.

With his kit already giving him some CCR and Protections. Jungle would be the best route for something like this build, but depending on matchup could work in solo.
EDIT: I know this puts him over the CDR cap with red pot - Might replace Jotunn's Wrath with Spirt Robe...

However, if we took their kits and usefulness into consideration instead of their classes, I think that the situation would be the opposite.
His 1 allows him to knock up an enemy and hit them with an enhanced attack, and his 2 stuns an enemy before hitting them with a more powerful cleave attack.
His strength is in sustain (passive mini-heal, Protector's Surge protection buff, ult shield), CC ( Updraft knockup, Fracture stun, To The Skies! knockback), and mobility ( Fracture dash, Protector's Surge dash (leap?), To The Skies! sorta teleportish thing).
I'd expect protections, health, and CDR to be the main targets for his kit. Early glad shield, obviously Blackthorn, etc., just like Vini has it. I think the item options are all solid to start on the solo side.
On the support side, I'm not as sure about the late Gauntlet of Thebes, though I do like the earlier position in the 1st example...also not sure about the Blackthorn in that situation, but I get the concept. Also don't really like Mantle of Discord in both examples, as I would opt for Spirit Robe myself.
But overall a solid general set of items.
However, when I imagine myself playing him as Solo, I see myself being able to dive backlines and apply pressure, relying on his excellent mobility to get out if collapsed upon. In this scenario, I feel an item like Runeforged Hammer could be effective for burst damage with his 2-1 combo, saving his 3 for escape.
Bran, for the first build I chose Blackthorn Hammer straight after boots so we can have some early CDR, since Horus has guardian-like cooldowns (18 to 14, 16 and 16 seconds respectively to his 1, 2 and 3) but doesn't have access to CDR shoes like guardians do. And if you check how physical supports are being built in the SPL, you'll see that Fenrir, Ne Zha and Guan Yu all use Blackthorn very well. I think Horus can go a similar path.
In the second example, I'd usually build Thebes 4th item, but I prioritized Spirit Robe due to the 10% CDR, since it's the first CDR item we're seeing in the build.
And I chose Mantle of Discord over Spirit Robe in the first build because we're not stacking mitigations with Oni Hunter's Garb.
I would say that stacking mitigations isn't needed to be effective. Getting Oni doesn't mean you need Spirit, and vice versa, to be functional. When you have pretty high prots, 20 extra prots from Mantle won't make that much difference, and any mitigation will be helpful. You also get the CCR, which, in the CDR build, you don't have any in the rest of your items, so that's helpful too. But to each their own.
Still like Spirit Robe over Mantle of Discord in the main Solo build, but of course, preference.
One other thing...skill leveling...in Solo, you're getting Protector's Surge 3rd. I'd likely expect a 2nd point into Updraft at level 3 for better wave clear. Except for some situational times when your jungler comes in for a gank, and you can then fly to him and unload your abilities, I'd say get that only 3rd standard for a Support role.
In Support, I might say getting Sov 5th is a bit late. Not that it can't be helpful at all stages of a match, but often you're getting it earlier when the static HP5 is more impactful on a lower health pool, along with still being in a laning phase where you want prots against the minions as well. When you're building it this late, I think it opens you up to other options where you might just skip Sov overall. And if you're talking "cooldown focused," you might even consider Breastplate of Valor after Thebes (especially against a 3 phys / 2 mag comp)...opening you up also to changing out Genji for a different item like Pest, or Oni, or even more dual protections.
And again in the Supp role, don't like Mantle as much. I know most item options are situational at that point, so you're just putting in an example item, so that's okay.
And finally...think Fracture 2nd is still probably a good idea in Support. Depending on situation, Protector's could be fine 2nd, but usually you won't need to fly to your teammate and relocate quickly, the heal is minor, and the protections are also pretty minor. Fracture allows you to be more aggressive.
Yes, it might. My primary reason behind Talaria Boots is the extra MP5, but Blackthorn will already cover it. Greaves also synergizes with his passive.
I agree, but if not stacking I'd only get Spirit Robe if against a CC-heavy team.
And I have to say I haven't paid attention to the CCR in the builds I listed. My mistake :p
When one person questioned the choice of Bancroft's and suggested Soul Gem, Pris was still trying to defend his item choice. However, when other people started to present their reasons to choose SG over Bancroft's, he had to back off and evaluate if SG was indeed the best choice for the buid. In the end, he swapped the items around.
Something similar is happening here.

I even did a full MS build for tests and the travel distance only increases a few units. I need to test this on a Conquest map.

I am also playing around with doing 1-2-3-3-4-3-1-1-1-1-3-3-2-2-2-2-4-4-4-4. Seems to give nice early sustain/dueling with a more effective CD in mid-game then a full prio of the heal.
