You can adjust the amount of potions that you require depending on how Aggressive / passive you like to play in the early Laning phase.
As with start 1, you can adjust the amount of potions you require.
As rare as rocking horse ****, but sometimes we get those ADC mains that are capable of solo carrying your games, in the rare occasion that this happens, consider building for that player, your elo will thank you.

Also I wouldn’t recommend Cthulhu as a Support in conquest, he’s mainly a solo laner.
From the jist of his guide, he has shown there are 2 starter items that you can pick between, and the first 2 items in the "sample build 1" are the upgrades from either of the starters you pick. If you went Sentinel's Gift you would get Sentinel's Embrace, if you got War Flag you would get Spartan Flag. So that's 1 item off but that still leaves 7.
When you get to the later stages of the game you can purchase Elixir of Speed. This grants you the same movement speed that your boots do for 1500 gold, once you have bought that item you can purchase another whole item which by the looks of it is Ethereal Staff in this case. This leaves us with the whole 6 item build.
Also Kriega1 is correct, Cthullu is definitely more of a solo laner than a Support, however that doesn't mean he isn't viable in support.
