Training Arc (Passive)
Mulan utilizes a Sword, Spear and Bow with her abilities and can gain Skill towards them by damaging enemy gods. Her expertise in each weapon provides different bonuses. Mulan also gains a buff every 10 seconds that reduces the cooldown of the next non-ultimate ability used by 2 seconds.

Mulan's passive is the most essential part of her kit to understand, as leveling up her skills and abilities will grant you access to added bonuses. While it can seem overwhelming at first, there are several tools at your disposal to help you. There is no numerical indicator that informs you what damage amount progress you've made on a skill, but there are two things you can use. The first is the passive meter above her god icon (with default HUD settings), it has images of a sword, spear, and bow that all have meters in them. The closer the meter is to the top, the closer you are to leveling it up. The second is the ability icon for the skill you are mastering. There are four different colors representing each level of the ability, and they change color based off of your progress. The first and initial color is a royal blue, then when it turns Skilled, it becomes a lighter blue. Next is Adept, which is orange, then last is Mastered, which is in between a bright orange and yellow. The passive can be stacked off of jungle camps, minions, and gods. Please note that minions only give you 20% of the damage dealt.

Cross Strike
Mulan swings her sword with precision, striking twice and dealing damage to all enemies hit.
Skilled – Mulan gains an Attack Speed increase after using this ability.
Adept – Mulan strikes a third time in a large cone in front of her.
Mastered – Mulan gains 5% Attack Speed.

This will be your main form of wave clear, but personally I advise against getting this ability at Level 1 in solo. However, if you are jungling, I would suggest getting this as your clear, and putting your points into it whenever possible. Becoming Adept with this ability grants access to the third strike, which increases your damage significantly. The attack speed boosts are also a small but helpful tool when clearing minion waves and jungle camps.

Spear Thrust
Mulan brings forth her spear striking in front of her, dealing damage and slowing all enemies hit.
Skilled – Mulan heals for up to 3 enemies hit.
Adept – Mulan strikes a second time further in front of her, dealing bonus damage if she hits the same enemy.
Mastered – Mulan gains 5% Power.

I would personally get this ability at Level 1 in solo, as well as max this ability first. It's more of a personal preference, but I think that having an early start to unlock the heal from this ability gives you so much more fighting potential in the laning phase. In Jungle however, I would suggest getting the 1 first because it does have a bit higher damage.

Grapple
Mulan readies herself and fires an arrow with a rope attached to it. If she hits an enemy god she stuns them, dealing damage and pulling them towards her while dashing and hitting them again for extra damage.
Skilled – Mulan gains a Protection buff after hitting an enemy god.
Adept – Mulan is able to dash to walls.
Mastered – Mulan gains 5% Movement Speed.

Grapple should be leveled last, and only has one use in the laning phase, for bonus damage and as an interrupt tool to cancel out channeled abilities. This ability is a bit harder to hit than
Armillary Sash as it has a tad of delay after casting, and it's something you get used to after playing. Much like Sobek's pluck, you can use this ability to give yourself CC immunity when grappling an enemy or towards a wall. While does grant CC immunity, it counts as a dash, so you can't use it while crippled.

Divine Mastery
Mulan brings forth her entire arsenal dashing forwards with sword slashes, dealing damage and rooting enemies for 1s.
If she hits an enemy god during the dash, Mulan uses her new divine energy to knock up enemies with her spear before firing a large projectile attack with her bow.
Dealing damage with any part of this ability gains Skill towards the weapon used.

In the early game before you're stacked on cooldown reduction, this ability has a very high cooldown of 100 seconds, so you should play pretty conservatively with it. In solo lane, you should only use it really for finishing a kill, or using it to escape in the early game. With max CDR, it becomes a 60 second cooldown so you become more free to use it. The root is the most important part of the combo to hit, since you can't use the rest of the ultimate without hitting the initial strike. Don't be afraid to use this ability to escape since the dash has a pretty nice distance, but remember you can't cancel it.

One final note, Gladiator's Shield is too strong to not pick up with someone like Mulan so definitely consider Runic Shield, Gladiator's Shield then Reinforced Greaves or an alternative build path that suits you.
