Athena is a fun character that can be played in a variety of roles. She thrives in the support role in Season 8 as she is most beneficial in teamfights where the inclusion of Sentinel's Embrace makes her a protection sharing cannon.
Athena's early game is passive until level 2 and 3 when you get your taunt and dash. Focus on front line minions and supporting your ADC. Make sure you are hitting your 1 for the stacks of absorb and her autos after abilities so you maximize your damage early.
The first ability you want to get is your 3 that is your highest damage output ability and the centerpiece of your combos. Level 2 should put a point into your 2 to get your taunt online to give you some early peel and to lock people into both hits of your 3. Level 3 introduces your dash which increases your lane clear and gets your first combo online. Level 4 puts a second point into your 3 to increase that damage output.
Level 5 is when Athena gets fun and you become a full team support. I like to watch for solo getting ganked with my jungle nowhere near them and try to turn that gank into a win in solo lane. Don't get too greedy and leave your ADC out to dry though. Losing a fight in Solo is better than losing your lane in Duo.
Level 6 is a point in your 2 to extend that taunt duration from 1s to 1.25s which fully locks people into both hits of your 3.
Combos:
If you are being pushed and people are in your personal space
3>auto>2>auto
If you are looking to push with your ADC and create an engagement.
1>auto>2>auto>3>auto
In the mid game you should have all of your defensive aura items up where you are sharing a stupid amount of protections with people in small skirmishes and team fights. Once you hit level 17 and get Sentinel's Embrace, you are giving everyone on your team 49 physical protections and 54 magical protections in a 5v5 just by being near you. Smaller skirmishes like 3v3s that number jumps to 89 and 94 respectively. Your focus shifts from damage to peel and setup for your ADC and mid ults and abilities. Your 3 along with the Pridwen explosion and Spear of Magus passive will ensure that people's health doesn't stick around for long.
Athena is a fun character that has good damage output with her 3 and her global ult, an incredible amount of cc with her 2, and good chase down with her 1 and long range autos following abilities.

I think this specific build is fine, however I would of liked to see either more CD, or a second build with CD in it. This build is just an Aura bot build with a Magus at the end. If im building this I would build Relic Dagger, and then Prid . instead of Prid then Magus. Magus is good, but its not really needed in this kind of build. Id add a second build with more cd, and ccr this way you can abuse your AoE taunt more, and play a bit more aggressive. This build is meant for sitting on your backliners the entire time which is fine, but not everyone is going to do that, and they are going to get themselves killed not having any cd's, and ccr.
Your level order is strange to me, you should def be maxing your Taunt as soon as possible. Maxing your 3 does nothing aside from give you more damage, but its not your job to do damage. You are there to taunt the enemy on cd for your teammates to kill them. I am okay with maxing the 3 after your 2 just because it really doesnt matter. I always max 2-3-4-1.
