Purchase Order
Best thing to do is to buy the boots first, after that I try to go for some sustain so I can stay in the fight longer. Youre gonna need it especially early game.

Passive
Just kill things, you'll get faster attack speed and movemment speed, really useful to do this before a fight, it can save your life. Try to eat a minion with your 2nd ability as you run away.
Take Down
This is mainly used as an escape throughout thw whole game. Late game you can ty to use it as an engage but you have to be careful, if you get caught out try to use your lifesteal to your advantage and live through it, if not then you'll just die.
Eat Minion
EAT JUNGLE BOSSES! They count as 2 minions towards regurigate, saving you mana and time. If you can try to eat a minion mid dombat to gain back a little health and trigger the passive.
Butcher Blades
This is your main damage dealer that the whole build is based on. You do insane damage late game and will pretty much melt down anybody, except high lifesteal mages or full tank guardians. True damage will let you do 70 doamage plus your basic and any other item abilities.
Regurgitate
Your ult is mediocore at best. You can try to combine it with other ults that stun or silence your enemies. Its best to use this is a group fight or as a improvised finisher because of the slow and minions youll drop.
Early Game
Be careful and watch out for stuns or silences, theyll get you killed. Stick around the Jungle and farm minions, if you see an opportunity for a safe kill go for it but this early on you won't be that usefull.
Mid Game
This is where you gewt powerful, once you can chase down your enemies you can help out your team more and allow for them to get the kills, you'll be abke to 1v1 most enemies but you have to watch out tanky gods.
Late Game
This far in you'll be pretty much unstoppable, you'll be able to 1v2 most gods with their teams support on their side, your lifegain will save a lot of times especially with BloodForge. You can use your ult to prevent your enemies from running away from you!

Your build proposal mentions or approves of Ninja Tabi, Hastened Katana, Rage, Deathbringer, and Bloodforge, and replacing Ninja with what I assume you're referring to being Wind Demon. I'm assuming you're okay with the build creator's choice of Asi. While that can absolutely deal good damage, and when WD's passive is in effect you're getting pretty good attack speed, it's not quite approaching 2.5...it's 2.08 unless I've miscalculated.
The other major oversight here is that your build isn't incorporating The Executioner, which I feel is pretty core. Even though Butcher Blades does true damage, the rest of his damage output is subject to mitigation from protections, making The Executioner quite core.
When you build into a crit build, you're dedicating at least 2 items. If you want to deal significantly better damage against tanks as well, Exe needs to be there, which means something has to come out of your build. In this case, double-lifesteal (BF) would be the first to go for me. Otherwise, I'd settle for less crit chance and only get 2 crit items.
In any case, I still feel Qin's is a better conceptual direction for Baka. It allows more build flexibility and the high base AS target also allows Butcher Blades to be as effective as possible.

Also, is Atalanta core on him if enemies aren't building any sort of slow (especially since you have hastened on him)? (Frostbound, poison demon, midgardian, etc)?
Also assuming the enemy comp doesn't have a lot of slows.
